Can your community survive without an emergency plan? In the face of increasing global and domestic threats, communities across the United States are likely to experience different types of disasters and emergencies that can have devastating and lasting effects. The actions taken before and right after an emergency are critical and can save lives. Quickly identifying the type of emergency is important to determine resource requirements and to develop plans and procedures to prepare your communities. The safety and well-being of people during and after an emergency depend on how prepared your community is and on how you as a leader respond to a crisis. Jurisdictions that have developed well-coordinated emergency response plans are better suited to respond to such disasters and emergencies, than those that have not developed and or implemented such plans. All emergencies require a local response and elected officials have important roles during all phases of emergency management.
The NALEO Educational Fund’s National Policy Institute on Emergency Response and Management will provide Latino policymakers, with the opportunity to enhance their knowledge and understanding of the Incident Command System (ICS 402) and the various ways ICS can be applied to respond and recover from various types of disasters and emergencies; and best practices for such situations.
The Policy Institute will convene state legislators and local policymakers with leading experts from the public, and private sectors for two days of professional development, that combines classroom and interactive learning, and to exchange ideas and best practices. Policymakers will receive timely information, strengthen governance skills that support effective leadership, and will have the opportunity to network with colleagues and experts from throughout the country.

Executives, administrators, and policymakers will be provided with a basic understanding of the incident command system, unified command, and multi-agency coordination. This course is intended as a system overview for those responsible for setting policy. This course is module 17 of the National Interagency Incident Management System curriculum.
