Local school boards are charged with the responsibility to develop policies and practices to ensure that student learning and academic success remain an outcome and priority. In order for the board to be successful in its role, it is important that each and every board member display strong governance skills in order to enhance the board’s collective strength. These skill sets include the ability to understand the processes, procedures, and systems in place in order to successfully navigate the policymaking bureaucracy. Effective board members are those that not only learn to navigate both the formal and informal structures successfully, but also become leaders within and throughout the process.

The overarching goal of the NELI Policy Institute on School Governance is to provide Latino public servants with the enhanced capacity and governance skills they need to become effective advocates for their students, families, and communities. School board members attending this two-day convening, will hear from leading education experts from the public, private, and non-profit sectors who will tackle pressing policy and key core governance topics.

The Institute will include a curriculum that covers:

 

  • Parliamentary Procedures (Part I – III)
  • Equal Educational Opportunities to Learn: The Role of the Federal Government
  • Lessons Learned and the Path Forward: Common Core State Standards and Assessment Implementation
  • Assessment Implementation and Meeting the Needs of English Language Learners
  • ABest Practices: The Challenges and Strategies in Implementing the Common Core State Standards (CCSS)

Session I:

 

Introduction to Robert’s Rules of Order

There are a set of rules and guidelines that are integral to the process of conducting meetings, holding elections, and reaching consensus. These rules guide the practices of individuals to ensure that there is order and that members abide by a set of shared expectations and principles. Being able to effectively and efficiently run and operate within meetings is a vital skill for strong leadership. Parliamentary procedures not only guide the meeting procedures, but most importantly also the political outcomes and decisions. This session will demonstrate the importance of becoming confident and knowledgeable in parliamentary procedures to ensure school board members rightfully participate in the governance process and enhance their leadership skills.

Applying Robert’s Rules of Order

Given the wide range of Parliamentary Procedures it can take time to truly become more comfortable and familiar with the rules and guidelines. In order to master the content and use it effectively, it is essential to prepare and carryout the established governing practices. Through an interactive presentation this session will provide participants with an opportunity to apply the content learned from Robert’s Rules of Order.

Session III:

 

The Power Behind Robert’s Rules of Order

In order to meet certain outcomes effective leaders can strategically leverage Parliamentary Procedures. Ultimately, Robert’s Rules of Order are designed to establish an unbiased and respectful environment to effectively govern organizations. However, these guidelines may be used for more than maintaining order, they can also be applied to ensure transparency is met and members’ rights are protected. This session will demonstrate how using Robert’s Rules of Order can maximize political objectives and goals.
